Dr. Md. Anwar Ullah, FCMA

Dr. Md. Anwar Ullah, FCMA, is an eminent senior civil servant, academic, and financial expert in Bangladesh who most recently served as Secretary (PRL) of the Bangladesh Parliament Secretariat. In this apex role, he acted as Chief Executive and Principal Accounting Officer, administering seven distinct wings and managing a workforce of over 2,000 personnel. Throughout his distinguished career in the Bangladesh Civil Service, Dr. Ullah has driven major national reforms, serving as Additional Secretary in the Ministry of Public Administration, Joint Secretary in the Ministry of Planning, and Managing Director of the Neuro-Development Disability (NDD) Protection Trust, where he spearheaded national strategic frameworks for civil rights and digital inclusion.

Mohammad Faruque Alam

Mohammad Faruque Alam is a highly accomplished senior administrator and former Secretary to the Government of the People's Republic of Bangladesh. A distinguished member of the 9th Batch of the Bangladesh Civil Service (BCS) Administration Cadre, his career spans over three decades of dedicated public service, policy formulation, and institutional leadership. Mr. Alam graduated with a First Class degree in Civil Engineering from the Bangladesh University of Engineering and Technology (BUET) before initiating his public sector career. Over the years, he continually expanded his expertise in human resource management, earning a postgraduate degree from Atish Dipankar University of Science & Technology and a diploma from London Metropolitan University in the United Kingdom. He also holds a degree in Law from Bangladesh Law College. Throughout his prolific career, he has held critical leadership positions across various ministries and statutory bodies. Notably, he served for over six years as a Member of the Bangladesh Export Processing Zones Authority (BEPZA), significantly contributing to the country's industrial development and investment management. His diverse administrative portfolio also includes positions such as Deputy Director for the Department of Land Record and Survey, Project Director for the National Sports Council, and Upazila Nirbahi Officer (UNO). Known for his strategic management capabilities, Mr. Alam has undergone extensive specialized training both at home and abroad, including programs in Japan, India, and the United Kingdom.

Prof Dr M Enamul Hoque

Prof. Dr. Md Enamul Hoque is a Professor in the Department of Mechanical Engineering, Faculty of Engineering, at University of Tabuk. He is an internationally recognized academic and researcher with over 27 years of professional experience, including nearly two decades in higher education, research, and academic leadership across Asia, the Middle East, and Europe. He is recognized among the World’s Top 2% Scientists for his research contributions and scholarly impact.

Asaduzzaman Chowdhury

Asaduzzaman Chowdhury is an accomplished telecommunications leader and academic with a career spanning over three decades in public infrastructure and management. He is the former Managing Director of the Bangladesh Telecommunications Company Limited (BTCL) and a dedicated member of the BCS Telecommunication Cadre, having served for approximately 33 years across various leadership positions within BTTB and BTCL, the state-owned national telecommunications operator. Alongside his administrative career, Mr. Chowdhury has made significant contributions to higher education, serving as a part-time faculty member in the Department of Business Administration at the University of Asia Pacific since 2003, and previously working as a lecturer in Mechanical Engineering at BIT Khulna (now KUET) from 1988 to 1989. His foundational engineering and energy sector experience also includes technical roles at the Titas Gas Transmission and Distribution Company Limited between 1989 and 1991. He holds a B.Sc. in Engineering from the Bangladesh University of Engineering and Technology (BUET) and an MBA from the Institute of Business Administration, University of Dhaka (IBA, DU), combining technical mastery with strategic executive leadership.

Dr. Engr. Md. Rafiqul Islam Khan, MCIPS, CP3P

Dr. Engr. Md. Rafiqul Islam Khan is a distinguished civil engineer, public administration leader, and infrastructure expert with over 34 years of profound experience in government service, policy formulation, and large-scale development projects. As a retired Additional Secretary from the Ministry of Shipping, Government of Bangladesh, Dr. Khan brings deep expertise in Public-Private Partnerships (PPP), international procurement, energy, and port management. Throughout his career, he has played a pivotal role in driving major national projects involving power sector reforms, port development, urban infrastructure, and international investment partnerships—working closely with global organizations such as the World Bank, ADB, and JICA. Currently, he serves as the Director of Planning and Development at Jana Business Ltd., where he provides the strategic vision and governance excellence required to guide infrastructure investments, PPP ventures, and sustainable development initiatives.
